What the survey does not do is prove that unexplained sightings are alien spacecraft. Its value lies elsewhere. How the survey collects and categorises reports
The Canadian UFO Survey began in 1989 as an effort to gather reports from multiple reporting channels into a single annual dataset. Rather than relying on one organisation, it compiles sightings from investigators, civilian reporting groups, government contacts and other sources. The survey is essentially a catalogue of reported experiences. Researchers record details such as:
- Date and location.
- Time of day.
- Number of witnesses.
- Duration.
- Reported shape, colour and movement.
- Whether a likely explanation was identified.

The data are then grouped into categories. Many reports are eventually associated with ordinary causes such as aircraft, satellites, bright planets, meteors, atmospheric effects or misidentified lights. Others remain classified as unexplained because the available information is insufficient to reach a confident conclusion. This distinction matters. A case can be “unexplained” simply because investigators lack enough information, not because it displays extraordinary characteristics.
What unexplained cases do and do not mean
One of the most common misunderstandings about the Canadian UFO Survey is the assumption that unresolved reports are evidence of non-human technology. The survey itself does not support that conclusion.
The Office of the Chief Science Advisor’s Sky Canada project noted that many reports remain unresolved because witness descriptions are incomplete, supporting evidence is lacking, or the available information is too vague for a reliable identification. Residual uncertainty is not proof of anything extraordinary. In many scientific fields, unresolved observations simply indicate that the evidence is incomplete. The survey’s unexplained category therefore represents unanswered questions, not verified alien craft.
