This matters because official reporting creates a paper trail:

However, the archives cannot establish several claims that are often assumed by enthusiasts:
- They do not prove that all witnesses saw the same object.
- They do not prove that the object was a structured craft.
- They do not prove extraterrestrial origin.
- They do not eliminate astronomical, atmospheric or human-made explanations for every report.
This limitation is common in UFO archives generally. Why night photographs of lights are difficult evidence

Night photography creates particular difficulties:
- No reliable scale: A bright point of light can appear large or small depending on exposure settings.
- Distance is unknown: A nearby light and a distant light can produce very similar images.
